Brazilian Ministry of Agriculture releases annual report on pesticide and bio-input registrations in 2025

The Ministry of Agriculture and Livestock (Mapa) is releasing its annual report on pesticide and related product registrations granted throughout 2025. The latest data is contained in Act No. 63 of the General Coordination of Pesticides and Related Products (CGAA/SDA/Mapa), published in the Official Gazette of the Union, and reports a historical record was reached in the approval of biological products, in addition to advances in the regulatory modernization of the sector.

According to the report, in 2025 registrations were granted for one unprecedented active ingredient of chemical origin, in addition to 101 equivalent or generic products and 15 products classified as bio-inputs.

In total, Brazil ended 2025 with 912 registrations granted, including 323 technical products, a category intended exclusively for industrial use, without direct commercialization to farmers. The year was also marked by the release of 162 products classified as bio-inputs, the largest quantity ever recorded in the country, encompassing formulated biological, microbiological, biochemical products, plant extracts, growth regulators and semiochemicals, including for use in organic agriculture.

Another milestone was the registration of six new unprecedented technical products and 19 formulated products based upon a new active ingredient, reinforcing the modernization of the phytosanitary portfolio available in the country.

Importance of new active ingredients

The introduction of new active ingredients into the Brazilian market represents a strategic advance for strengthening phytosanitary defenses and agricultural competitiveness. Unlike equivalent or generic products, these new molecules expand the available modes of action, strengthen integrated pest and disease management, reduce resistance risks, and incorporate more modern technologies. In 2025, the following new active ingredients were registered in Brazil: Ipflufenoquin, Fluoxastrobin, Fluazaindolizine, Isopyrazam, Fenpropidin, and Cyclobutrifluram. The incorporation of these active ingredients contributes to greater efficiency in phytosanitary control, stimulates research and technological development, and strengthens the position of Brazilian agribusiness in the international market.

Equivalent Products and Process Organization

Of the total registrations granted, equivalent products quantitatively predominate, aiming to increase competition, ensure supply, and reduce costs for rural producers. The Ministry of Agriculture, Livestock and Supply (MAPA) reported that a significant portion of the approvals stems from judicial decisions related to the non-compliance with legal deadlines, including processes originally filed in 2015 and 2016.

To increase transparency, predictability, and efficiency of regulatory analysis, MAPA issued Act No. 62, of December 22, 2025, which standardizes and centralizes the protocol, distribution, and processing of registration and post-registration requests. As of September 15, 2025, all new applications must be filed exclusively through the Electronic Information System (SEI/MAPA), and protocols submitted directly to ANVISA or IBAMA will no longer be considered for queue organization purposes.

The act also ensures that processes distributed before this date maintain their original flows, preserving legal certainty. The first distribution list prioritized products based upon new active ingredients and bio-inputs with lower potential impact on human health and the environment. The Act also reinforces that the distribution carried out by MAPA does not replace the payment of evaluation fees due to each competent body and guarantees that processes distributed before this date maintain the original flows, preserving legal certainty and the regular progress of ongoing analyses.

Registrations do not indicate effective use in the field

The Ministry clarifies that the number of registrations granted is not directly related to the volume of pesticides applied in agriculture. The demand for the use of these inputs depends on technical factors, such as cultivated area, pest pressure, climatic conditions, and management systems. Further, national data indicates that, in 2024, 58.6% of registered commercial brands of chemical pesticides and 13.6% of active ingredients were not actually marketed.

Regulation, Inspection, and Prevention

The process for registering pesticides in Brazil is rigorous and tripartite, involving technical analyses by the National Health Surveillance Agency (Anvisa) regarding impacts on human health; by Ibama, regarding environmental risks; and by Mapa, regarding efficiency, effectiveness, and agronomic practicality. Final registration is granted only after a favorable opinion from all three agencies, in accordance with current legislation.

In 2025, Mapa also strengthened its inspection and control actions, with the publication of public calls for document updates and technical reviews of products. Notices were issued for the active ingredients Glyphosate, 2,4-D, Glufosinate, Atrazine, Clofenapyr, Acephate, Methomyl, and Epoxiconazole. As a result of the first stage of these actions, Act No. 61, of December 22, 2025, was published, which determined the precautionary suspension of the registrations of 34 pesticide products. In addition, in 2025 alone 1,946 liters of illegal pesticides were seized during inspection actions carried out by MAPA.

Perspectives for 2026

The actions developed in 2025 are part of the regulatory improvement agenda initiated with Law No. 14,785/2023, which established the single protocol model, traceability, and technical prioritization. The Ministry of Agriculture (Mapa) continues to coordinate, in conjunction with Anvisa (Brazilian Health Regulatory Agency) and Ibama (Brazilian Institute of Environment and Renewable Natural Resources), the implementation of the Unified System of Information, Petition and Electronic Evaluation (SISPA), scheduled for launch in 2026.

The director of the Department of Plant Health and Agricultural Inputs, Edilene Cambraia Soares, noted:

″The work carried out and the data from 2025 demonstrate that the country is advancing with transparency, security and innovation in the registration of chemical products. Brazil reinforces its global leadership in the development and adoption of bio-inputs, which today represent the greatest technological transformation in the field and one of the pillars of sustainable agriculture.″
